PROBLEM TO BE SOLVED: To perform behavioral synthesis without preparing synthesis restrictions in advance. SOLUTION: A behavioral synthesis part 31 optimizes a behavior level description in a language level and stores the result in an intermediate level description storage area 25. A synthesis restriction generation part 32 analyzes the behavior level optimized in the language level and classifies processes included in the behavior level description by attributes and obtains appearance frequencies of processes in the behavior level description for each category and stores them in a process appearance frequency storage area 26. A combination restriction generation part 32 generates kinds and the number of minimum necessary circuit components as synthesis restrictions on the basis of library information stored in a library storage area 22 and information stored in the process appearance frequency storage area 26.
