PROBLEM TO BE SOLVED: To provide a stabler success rate of communication between communication terminals than in the prior art, irrespective of topology as a network. This transfer coefficient Pi takes a larger value as the number of other communication terminals stably located within a wirelessly communicable distance (stable-communication distance) in relation to the one communication terminal is increased. Therefore, the higher priority level means that the one communication terminal can inform a relatively large number of other communication terminals of the emergency information by transfer. In this case, if the one communication terminal transfers the emergency information, a large number of communication terminals can be informed of and share the emergency information.
