PROBLEM TO BE SOLVED: To safely maintain a high transmission gain, without having to depend on the peripheral environment of a transmitting medium or an electrode, in an electrostatic field communication. SOLUTION: A transmitter is provided for carrying out a transmission by using the electrostatic filed. The transmitter includes a first electrode for outputting a carrier wave on the transmitting medium, a second electrode electrostatically coupled to the first electrode, via at least a part of the transmitting medium and an oscillating part for forming a positive feedback circuit by using the electrostatic capacity of the electrostatic coupling between the first electrode and the second electrode to make the carrier wave oscillate.
