PROBLEM TO BE SOLVED: To solve the problem wherein it is difficult to efficiently carry out pattern matching by utilizing the symmetric property of a pattern, when the characteristics of a dot pattern and a plurality of small areas divided from a reference area are to be referred to. SOLUTION: The reference area is extracted from image information and divided into a plurality of small sections. In the small sections, overlapping of pixels among the small sections is permitted, and the pixels included in the reference area are disposed so as to be symmetric with respect to the center pixel of the reference area in the horizontal and vertical directions and point-symmetric, with respect to the center pixel. Whether the image information, included in the reference area matches a predetermined pattern, is determined (208); the characteristics of the image information of the reference area are determined, based on the characteristics of the divided small sections (209), whether smoothing processing is to be carried out for the center pixel is determined, based on the results of the determination (210); and the determined center pixel is subjected to smoothing processing.
