A tag information processing device includes: a movement direction judgment unit (103) which judges a movement direction of a tag in accordance of a change if tag read information in a first region and tag read information in a second region having an overlapped region with the first region indicate that the tag has moved from the state existing only in the first region; an appearance information acquisition unit (104) which acquires appearance information indicating a tag appearance frequency by using the read information; a movement judgment unit (105) which judges whether the tag has moved out of the first and the second region by using the appearance information; an output judgment unit (106) which judges whether the tag for which the movement direction is judged coincides with the tag which is judged to have moved out of the first and the second region; and an output unit (107) which outputs a judgment result of the movement direction for the tag judged to be coinciding.
