A filter manufacturing method and a manufacturing device thereof are provided to reduce manufacturing time of the filter by producing a plurality of filters with one process, and to make a simple manufacturing process of the filter. A filter manufacturing method comprises the following steps of: arranging a plurality of lower molds(100) in a row; settling a mesh(20) on the lower mold consecutively; combining the lower mold with an upper mold; injecting resin into cavity formed between the lower mold and the upper mold; and separating the lower mold and the upper mold. A filter manufacturing device includes the lower mold, the upper mold, and a locating rib(135). The lower mold includes a first filling part(110) and a second filling part(120). The molten resin is filled in the first filling part to form a mounting part of the filter. The second filling part is filled with the molten resin.
