A plasma display panel and a method for manufacturing the same is provided to reduce discharge delay by improving discharge property of the secondary electronic emission. In a plasma display panel and a method for manufacturing the same, transparent electrodes(180a,180b) and bus electrode(180a',180b') are formed on a front substrate(170) in a specific direction. A dielectric and protective film(195) are successively formed on the front substrate, and the black matrix formed between the transparent electrode pair and the bus electrode includes low-melting point glass and a black pigment. An upper dielectric(190) is formed on the front substrate including the transparent electrode and the bus electrode. The dielectric comprises the low-melting point glass and a transparent filler.
