PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor which has superior electrical properties and is equipped with a current collector and an electrode layer, both having high adhesive properties. SOLUTION: The electrode layer includes a binder 2 and a conductive auxiliary agent 3, the main component of the binder 2 is a copolymer which is formed by crosslinking vinylidene fluoride, 6-propylene fluoride, and 4-ethylene fluoride through peroxide vulcanization, and the main component of the conductive auxiliary agent 3 is carbon black. An undercoat layer 4, formed of the same material with the binder 2, is formed on the surface of the current collector 5, the electrode layer is formed on the undercoat layer 4 for the formation of an electrode.
