PROBLEM TO BE SOLVED: To prevent discharge from occurring, when the high voltage of reverse polarity is applied to an end cap electrode and a flight tube which are ajacent to each other, even if signal lines connecting a control part with the voltage-generating parts are disconnected. SOLUTION: The signal lines 8A, 8B to indicate positive polarity and negative polarity are provided separately, both of which are active at "H" and non-active at "L", and pull-down resistors 51, 52, 61, 62 are connected to input ports of the voltage gererating parts 5, 6 of each signal line 8A, 8B. Further, if both signal lines 8A, 8B are at "H" by processing circuits 53, 54, then "L" is output, to turn off switches 56, 57, 66, 67. As a result, even if one of the signal lines 8A, 8B is disconnected, the signal level is fixed to "L", after its disconnection point; and thus voltage of the same polarity as that of the other voltage gererating part, without disconnection is output, or 0 V is output.
