A high-compression image encoding device, a method thereof, a dynamic capacitance compensation signal processing device and a method thereof are provided to prevent the deterioration of image quality which is caused by the change of a pixel value. An image signal processing method comprises the following steps of: encoding an inputted image signal through a loss compression encoding method to generate/store encoded data(S11); reconstructing the image signal of a previous frame from the encoded data; calculating the first pixel value difference between the image signal of previous and current frames according to each pixel(S12); and then performing the dynamic capacitance compensation for pixels having the first pixel value difference higher than a critical value(S13,S14).
