A method for forming ceramic artificial fish reef by combining a plurality of small pottery frames in a big pottery frame is provided to minimize corrosion and erosion of the artificial fish reef, and to reduce manufacturing cost while preventing environmental contamination. A method for forming ceramic artificial fish reef by combining a plurality of small pottery frames in a big pottery frame includes the following steps of: molding and drying a base material by mixing water and kneaded clay with yellow soil or foreshore or mud or kaolin; putting a plurality of small potteries into a big pottery of which inner space has thickness of 3~15cm; pouting concrete to the bottom of the hollow space of the potteries; and forming strong one ceramic artificial fish reef structure.
