A notification section (120) notifies the transmission timing of a signal to a wireless device to be communicated. A determination section (128) determines a new transmission timing for the wireless device to be communicated according to the difference and outputs the determined new transmission timing to the notification section (120). The determination section (128) instructs the wireless device to be communicated to start handover when the state in which the reception timing is later than the predicted timing occurs at more than a predetermined frequency.
