A device for measuring the amount of rainfall and snowfall is provided to sense snow effectively by reflecting the weather condition effectively and to improve power consumption by driving the heating unit converting the accumulated snow into water selectively in case of snow being sensed. A device(100) for measuring the amount of rainfall and snowfall comprises a collector(110) which is provided with an outlet(115) where the collected rainfall is fallen formed at the lower surface and collects rainfall; a heating module(150) which heats the collector and comprises a plurality of heating sections capable of individual driving; a infrared light-emitting module(140) which generates infrared rays; a plurality of infrared light-confining modules(130) which sense the infrared ray generated at the infrared radiation module, and face to the inner surface of the collector; and a control module which operates the heating module if the infrared ray is not sensed at the infrared light-confining modules. The control module operates selectively the heating section corresponding to the location where the infrared light-confining module not sensing infrared rays is installed among the plurality of infrared light-confining modules.
