PROBLEM TO BE SOLVED: To provide an apparatus, a method, and a program for forming a graph of an interest system that express a content system as a graph system made up of the relationships between users and items, allowing the users to easily and precisely search for content which they have interest in, depending on meaning information. SOLUTION: The apparatus for forming a graph of an interest system measures the similarity between interest ontologies where individuals' interests are hierarchized according to class (5a); based on this measurement result, forms data of a user graph that allows identification of user communities for which the similarity between the interest ontologies is within a predetermined range (5b); and imparts taxonomy-based meaning information to edges linking the plurality of users forming nodes of the graph based on the data of the user graph, to reconstruct the relationships between the users based on a graph (5c).
