PROBLEM TO BE SOLVED: To generate start information by which a start suitable for a traffic situation ahead can be performed. SOLUTION: An acceleration calculating part 23 calculates acceleration of respective preceding vehicles, and stores the calculated acceleration by each preceding vehicle. A start ease part 24 decides whether the preceding vehicle just in front starts or not based on the acceleration calculated and stored by the acceleration calculating part 23. A traffic situation determining part 27 determines a traffic situation ahead based on the stored acceleration of the respective preceding vehicles, and generates traffic situation determination information. A start timing information generating part 28 generates start timing information based on the acceleration calculated and stored by the acceleration calculating part 23 and the traffic situation determination information generated by the traffic situation determining part 27. A requested start acceleration information generating part 29 generates requested start acceleration information based on the acceleration calculated and stored by the acceleration calculating part 23 and the traffic situation determination information generated by the traffic situation determining part 27.
