PROBLEM TO BE SOLVED: To perform rewriting again without renewing a microcomputer and without using a writer tool, even if there is failure in rewriting of a program. SOLUTION: A first process in which a sub-microcomputer 8 detects rewriting of a control program from a rewrite detecting part 14, even if the control program 11 of the sub-microcomputer 8 is in an inoperable state, a second process in which the sub-microcomputer 8 controls the power supply of a main microcomputer 4 to start the main microcomputer 4, a third process in which a main microcomputer 4 detects rewriting of a control program from the rewrite detecting part 7 to transfer the control program 3 from a storage medium 2 to the sub-microcomputer 8, and a fourth process in which the sub-microcomputer 8 performs rewriting of the control program 11 are implemented one by one.
