PROBLEM TO BE SOLVED: To restrain the performance of removing heat from a reactor containment vessel from degenerating by decreasing the concentration of a noncondensing gas in a dry well. SOLUTION: A facility has the dry well 2, the reactor containment vessel 15 with a wet well 3 stowing a pressure suppression pool 30, a vent pipe 4 connecting the dry well 2 with the pressure suppression pool 30, a cooler casing 8 placed in the dry well 2, a cooler 5 which is placed in the cooler casing 8 and inside which cooling water passes, a cooling water forced circulation system 14 for feeding cooling water from outside the reactor containment vessel 15 into the cooler 5 with a cooling water pump 11, an external pool 17 located both outside the reactor containment vessel 15 and above the cooler 5, a gravity cooling system for supplying the cooling water stored in the external pool 17 into the cooler 5 and a gas exhaust pipe 18 connecting the cooler casing 8 and the pressure suppression pool 30.
