<P>PROBLEM TO BE SOLVED: To solve a problem that conventionally at the time of exchange and cleaning of a light emitter such as a lighting apparatus and a fluorescent lamp on a ceiling and a high position, a working table such as a stepladder is used to secure a high foot place to the range reaching the lighting apparatus and working is carried out. <P>SOLUTION: A lighting apparatus vertical lifting device is provided at the upper part of a conventional lighting apparatus and the lower part of a ceiling on which the lighting apparatus is installed, at the time of exchange and cleaning of a light emitter such as the lighting apparatus or fluorescent lamp; a cord to pull from the underneath is provided on the lighting apparatus; and the lighting apparatus is lowered to a working position where an operator need not use a working table to work manually, thereby exchanging and cleaning the light emitter such as the lighting apparatus and fluorescent lamp.
