PROBLEM TO BE SOLVED: To provide a cleaning device equipped with a cleaning brush capable of improving efficiency of collecting a toner external additive and improving reliability of image quality. SOLUTION: The cleaning device 21 is equipped with roll type cleaning brush 34 provided with many brush fibers with high density radially, and formed by attracting titanium oxide as an inorganic oxide particulate that is the same material as that of at least one toner external additive to tip parts of the brush fibers.
