PROBLEM TO BE SOLVED: To obtain a reflecting plate that suppresses an increase in its area and can be easily manufactured even when operating at a low frequency. SOLUTION: A base plate is formed on one surface of a dielectric substrate. On the other surface of the substrate facing the base plate, a plurality of rectangular conductor patches are arrayed at intervals in a one-dimensional or two-dimensional manner, each conductor patch having a size of one wavelength or less at least at an operational frequency. Along at least one direction of the array of the conductor patches, an area is formed in which a capacitance component formed between neighboring conductor patches and/or an inductance component formed by a current flowing to conductor patches is changed for each conductor patch.
