PROBLEM TO BE SOLVED: To provide a method of manufacturing a magnetic recording medium, by which a boundary part between a magnetic part and a non-magnetic part can be easily and magnetically discriminated and magnetic characteristic deterioration of the magnetic part can be prevented. SOLUTION: In the method of manufacturing the magnetic recording medium including a step of forming a soft magnetic layer 11 on a substrate 10, a step of forming a recording layer 14' composed of a magnetic material on the soft magnetic layer 11, a step of forming a mask pattern 20' on the recording layer 14' and a step of performing irradiation with ions to the recording layer 14' from an upper part of the mask pattern 20', the recording layer 14' is irradiated with Xe ions heavier than Ne ions in the step of performing irradiation with ions.
