PROBLEM TO BE SOLVED: To provide a feature outline creation technology with an incorrect creation prevention function for feature outlines. SOLUTION: A mesh creation unit 113 automatically creates a mesh in which a display object region is sectioned for each fixed interval in a lattice shape and stores the mesh in a mesh information database 16. By using a DSM database 15, it is determined whether a value based on elevation value change quantity obtained by calculating the change quantity of an elevation value is larger than the threshold value, from the elevation value at an optional point and the elevation value at a point in the perimeter in the selected object mesh. If the elevation value change quantity is larger than the threshold, a displayed is made by at least one of a first color tone or a first luminance which indicates the region with a large changed quantity. An outline creation propriety flag in a mesh information database 16 is set to "True", and that an outline can be created is stored.
