PROBLEM TO BE SOLVED: To properly control a usage limiting function of an apparatus on the basis of a concentration level of CO gas. SOLUTION: This gas shutoff device is composed of a flow rate registering means 28 registering an average flow rate classified and memorized by a flow rate memorizing means 26 after detecting a flow rate, as an apparatus flow rate, a CO gas leakage determining means 29 inputting an output signal according to the concentration level of CO gas by a CO alarm unit 20, an apparatus estimating means 30 storing an output signal of the CO gas leakage determining means 29, and a group of flow rate patterns memorized by the flow rate memorizing means 26, and the registered flow rate when the flow rate is registered by the flow rate registering means 28, and estimating an apparatus having gas leakage, an apparatus flow rate memorizing means 31 memorizing the group of flow rate patterns, and a communicating means 35 reporting the apparatus information.
