An encoding system using motion estimation and an encoding method using motion estimation are provided to shorten an encoding time spent for encoding one frame of an image, thereby improving an encoding rate. A multi processing unit(10) calculates motion estimation information about a plurality of macro blocks of an inputted image. A motion estimation unit(30) estimates a motion vector according to a corresponding macro block of the image by using motion estimation information corresponding to the macro blocks calculated in advance by the multi processing unit. An encoder(50) encodes an image based on the motion vector according to a macro block estimated in the motion estimation unit.
