PROBLEM TO BE SOLVED: To provide a heat generating body cooling device that can exhibit excellent cooling capability, and is good in manufacturability and inexpensive. SOLUTION: The heat generating body cooling device includes a cooling medium chamber 2 in which a cooling medium flows along a cooling surface 12 provided to be thermally conductive to a heat generating body 3, and a tubular member 30 which is formed in a tubular shape having an opening at least at one end portion 33a and has a slit-like opening portion 31 formed along the length, and the tubular member 30 is disposed along at least one end E1 of the cooling medium chamber 2 so that the slit-like opening portion 31 communicates with the cooling medium chamber 2.
