PROBLEM TO BE SOLVED: To improve determination accuracy for determining whether or not a conversion coefficient is derived. SOLUTION: A satellite positioning section 20 measures measurement data including at least movement speed, an accuracy reduction rate, and an azimuth on the basis of a signal received from a satellite. A distance determination section 30 determines the validity of the measurement data and determines whether or not a distance conversion coefficient is derived using the measurement data determined to be valid. When derivation has been determined, a distance conversion coefficient calculation section 34 derives the distance conversion coefficient. An angular velocity determination section 32 determines a valid range for the accumulated value of output values of an angular sensor over a predetermined period of time on the basis of the movement speed out of the measurement data, and on the basis of the valid range and the accumulated value over the predetermined period of time, determines whether or not an angular velocity conversion coefficient is derived.
