PROBLEM TO BE SOLVED: To provide an MZ modulator operable in both a negative chirp characteristic and a zero chirp characteristic by a single device. SOLUTION: The MZ modulator 10 has the first and second waveguides 20a, 20b for optical-phase-modulating two branched lights of equal intensity by applying respectively the first and second modulation voltage signals, thicknesses of core layers applied with a modulation electric field are different each other in the first and second waveguides, and the first and second modulation voltage signals are push-pull signals with phases reversed each other, and have the center voltages different each other.
