PROBLEM TO BE SOLVED: To provide a charging/discharging device that extends the time for which electricity can be discharged to an external load, while suppressing the increase in manufacturing cost. SOLUTION: In the charging/discharging device 40, when n first capacitors C<SB>1</SB>-C<SB>n</SB>are connected in parallel by a switching circuit 40a, n first capacitors C<SB>1</SB>-C<SB>n</SB>are connected with a DC power generator 10 in parallel; and when the n first capacitors C<SB>1</SB>-C<SB>n</SB>are connected in series by the switching circuit 40a, the n first capacitors C<SB>1</SB>-C<SB>n</SB>are connected with a second capacitor C<SB>0</SB>in parallel; and the second capacitor C<SB>0</SB>discharges electricity, stored by connecting the n first capacitors C<SB>1</SB>-C<SB>n</SB>a plurality of times, to a second external load 50.
