摘要 PROBLEM TO BE SOLVED: To provide a technique that decenters a balance member largely without marring the flexibility of the balance member thereby enabling the balance member to be mounted easily on the rotating section of a motor and also the bias of the center of gravity of the rotating part to be adjusted favorably. SOLUTION: The balance member 43 has first circular parts 431, which are a pair of circular sections including both ends 43a and 43b, and second circular sections 432, which are circular sections caught between the first circular parts 431. The radial thickness of the first circular part 431 of the balance member 43 is larger than the radial thickness of the second circular part 432. Accordingly, the balance member 43 is eccentric to the side of the first circular part 431, and can adjust the bias of the center of gravity of the rotating part favorably. Moreover, the second circular part 432 of the balance member 43 has high flexibility because its radial thickness is small.
