A polyurethane foam with fire resistance and an insulating material using the same are provided to minimize the environmental contamination and the loss human life and property when a fire out breaks. A polyurethane foam with fire resistance is made of polyurethane including polyol, isocyanate and foaming agent. The above main material is mixed with flame retardant resin composition including paraformaldehyde, gelatin, methanol, condensation polymerization type thermosetting resin. A metal plate is additionally compressed in upper and lower of the promulgated polyurethane foam and an insulating material is comprised.
