A performance testing device for a motor operated valve actuator is provided to evaluate normal operation of a motor drive valve according to measured results by measuring speed of rotation, operation time, and torque generated in a stem axis during opening and closing the motor drive valve. A performance testing device for a motor operated valve actuator comprises a DBA test chamber(design basis accident test chamber,10), a MOV actuator(motor operated valve actuator,30), a tachometer(41), a torque meter(42), a brake system(44), and a measuring part(53). The MOV actuator is formed inside a DBA test chamber. The MOV actuator is combined with a stem axis(20) extended to the outside of the DBA test chamber. The tachometer is combined at the outer circumference of the stem axis and measures the speed of rotation. The torque meter measures the torque of the rotating stem axis. The brake system applies the same load as the field on the stem axis. The measuring part is electrically connected to the MOV actuator.
