PROBLEM TO BE SOLVED: To provide a mobile communication system capable of allocating wireless resources corresponding to the priority of a connection request. SOLUTION: The wireless base station controller 3 includes a priority table 33a for storing the priority of allocating the wireless resources corresponding to a service class, and a monitoring means for monitoring a new connection request received in the fixed time. When determining that a plurality of new connection requests are received by the monitoring means, the wireless base station controller 3 permits the connection request of the highest priority and the permits the connection request of the next highest priority thereafter in the relation with the priority corresponding to the service class stored in the priority table.
