PROBLEM TO BE SOLVED: To provide a temperature monitoring device capable of more securely preventing thermal runaway without interfering the operation of a nuclear reactor or a thermal power reactor in which the temperature monitoring device is incorporated. SOLUTION: The device is provided with a comparing and determining section which, when an amount of heat generated is P and an amount of heat released from an inner space to an exterior is W<SB>1</SB>, calculates K value represented by K=W<SB>1</SB>/P and compares K value with a predetermined value K<SB>L</SB>to determine whether K value is smaller than K<SB>L</SB>value, and an alarming section which alarms based on the determination result by the comparing and determining section.
