PROBLEM TO BE SOLVED: To provide a highly reliable seal device, a seal method, a gas turbine having the seal device and method of operating the same, capable of coping with development of stress caused by displacement by a thermal elongation deviation. SOLUTION: The seal device has a plurality of seal grooves 34c and 34d crossing with respective corresponding positions of adjacent segments, and is provided for sealing a flow of fluid between the adjacent segments by installing a plurality of seal plates 40a and 40b in the plurality of seal grooves, and has a rotary mechanism capable of rotating at least one of the plurality of seal plates, in a crossing part where the plurality of seal plates crosses.
