<p><P>PROBLEM TO BE SOLVED: To calculate an estimation value of a traffic variation in time series. <P>SOLUTION: Time-series data of a traffic amount, consisting of a number of packets, a number of bytes, a number of flows and the like obtained by observation, is acquired (S501). By using the time-series data, its average m and its varianceσ<SP>2</SP>are calculated so as to generate a function (σ<SP>2</SP>=ϕ×m<SP>c</SP>) generated by approximating the varianceσ<SP>2</SP>by using the average m (S502).
