PROBLEM TO BE SOLVED: To provide a plasma display panel having an excellent response property of discharge generation to voltage impression by shortening discharge lag time, and restraining change to a temperature of its discharge lag time. SOLUTION: In a method of manufacturing the plasma display panel in which a dielectric layer 9 is formed to cover scanning electrodes 5 and sustain electrodes 6 both formed on a front-face substrate 4, and a protective layer 10 is formed on the dielectric layer 9, a process for forming the protective layer 10 is a film-forming process using magnesium oxide containing silicon carbide.
