PROBLEM TO BE SOLVED: To suppress low generated noise with respect to a light controller and a lighting apparatus. SOLUTION: A first On-Off control part 111 of a first control part 11 turns on a first switch 10 until a calculated number of cycles calculated by a first calculation part 110 reaches an established number of cycles for every certain period consisting of a plurality of periods of cycles, and when the calculated number of cycles calculated by the first calculation part 110 reaches the established number of cycles, turns off the first switch 10. Furthermore, a second On-Off control part 151 of a second control part 15 controls the On-duty period of a second switch 14 based on a second calculated number of cycles calculated by a second calculation part 150.
