PROBLEM TO BE SOLVED: To provide a memory controller for achieving efficient writing with low power consumption without imposing a load on the memory capacity of a buffer or a bus used for transfer in the case of the writing of data to a flash memory. SOLUTION: This memory controller for controlling access to the flash memory to which the writing of data is performed by page size units according to the write request information of data is configured to add dummy data to the write data which are not matched with the page size unit of the flash memory among the write data written in the flash memory according to the write request information of the data to adjust the data size to the page size unit, and to output the data.
