<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that can prevent, without a cost increase, a toner image on an intermediate transfer belt in a pre-nip area from scattering due to discharge. <P>SOLUTION: The image forming apparatus includes: the intermediate transfer belt 40 formed from an insulation substrate layer, an electrode layer formed on the insulation substrate layer, and a semiconductive layer formed on the electrode layer; a transfer bias application means 35 for applying a bias voltage of predetermined level to the electrode layer of the intermediate transfer belt 40; and a secondary transfer roller 50 disposed in contact with the outer periphery of the intermediate transfer belt 40 in order to form a nip area, and subjected to the application of bias voltage of predetermined level.
