PROBLEM TO BE SOLVED: To provide a device and a method for controlling a touch panel which is improved in operability for a user, and a computer program.

SOLUTION: The device detects contact with a character string in a character display region in a touch panel, and displays the character string included from the start position to end position of the detected contact by reversal display. The character display region includes a clip board region for displaying the character string temporarily stored in a memory. The designation and the movement of the selection range are detected according to new contact with the selection range ((a)). When the detected movement of the contact position is ended in the clip board region ((b)), the character string in the selection range is temporarily stored in the memory as a copy character string ((c)).
