PROBLEM TO BE SOLVED: To provide a sheet stacking device capable of simply removing an obstacle and an image forming device. SOLUTION: When an obstacle detection sensor 127 detects the movement of an obstacle detecting cover 124 provided movably below a top tray 106 based on the placing of the obstacle 128, the stacking of the sheet to the top tray 106 is stopped first, and then, the obstacle cover 124 is driven, and the top tray 106 is lifted to a position, where the obstacle 128 placed on the obstacle detecting cover 124 can be removed.
