PROBLEM TO BE SOLVED: To cope effectively with noise associated with the operation of a noise generating apparatus and causing superposition of noise on a communication route. SOLUTION: Upon receiving noise prediction data NPD from an electrical system 300, a noise period information report section 725 in a noise period estimation section 720 estimates the subsequent noise mode based on noise period information prestored in the noise period information storage area 728 in the memory 721 of the noise period estimation section 720, and reports the estimation result to a transmission section 730.
