PROBLEM TO BE SOLVED: To provide a method of manufacturing a welded steel pipe by which low temperature cracking is prevented without depending on the component of the weld metal and without adding manufacturing processes by efficiently reducing diffusible hydrogen in the weld metal. SOLUTION: By using a flux the melting point of which satisfies the range of 370-1,000°C and which contains fluorine compound of≤10 mass% which is present as solid powder at room temperature, a seam is welded by submerged arc welding.
