PROBLEM TO BE SOLVED: To provide a moving method determination device capable of determining a moving method of a pedestrian by being carried by the pedestrian, a computer program and a moving means determination method. SOLUTION: A walking behavior determination part 173 determines walking behavior of a pedestrian based on data acquired from a distance sensor 132, an azimuth sensor 133, an altitude sensor 134 and the like in a positioning part 13. A boarding/alighting determination part 174 determines boarding on/alighting from a traffic means of the pedestrian based on the walking behavior determined by the walking behavior determination part 173 and on a vibration characteristic detected by a vibration detection part 178. A moving method determination part 20 specifies a characteristic spot in an error range calculated by an error calculation part 172, and determines a moving means (moving method) utilized by the pedestrian in correlation with the specified characteristic spot, the walking behavior of the pedestrian, a determination result of boarding/alighting, the vibration characteristic and the like.
