PROBLEM TO BE SOLVED: To provide: an adhesive sheet cutting device suppressing adherence of adhesive onto the side surface of a cutting edge of a lower blade even when cutting an adhesive sheet material in which the adhesive viscosity is low or the adhesive amount is large; and a method of manufacturing the same. SOLUTION: The adhesive sheet cutting device is equipped with: an upper blade body having an upper cutting edge on a disk-shaped outer periphery; and a lower blade body having a groove part formed over a cylinder-shaped outer peripheral side surface, and a lower cutting edge formed between the outer peripheral side surface and an inner side surface of the groove part. A part of the upper cutting edge is arranged within the groove part of the lower blade body. The adhesive sheet cutting device cuts the adhesive sheet material having the adhesive by continuously feeding it into the gap between the upper cutting edge and the lower cutting edge, while rotating the upper blade body and the lower blade body in opposite directions to each other. The inner side surface is apart from the upper cutting edge in the rotational axis direction as the distance from the lower cutting edge increases, and texture processing is applied from the inner side surface to a part of the lower cutting edge side of the outer peripheral side surface of the lower blade body.
