PROBLEM TO BE SOLVED: To provide an organic EL element having a high light taking-out efficiency and a longer life. SOLUTION: A transparent substrate has a light-diffusing and light-concentrating function in the organic EL element, and a light-diffusing angle satisfies the following expressions (here,α: maximum diffusion angle of the substrate,β: a diffusion angle in a measuring direction approximately crossing at a right angle in the measuring direction giving the maximum diffusion angleα, and 0°<α≤β<180°). The expression 1: 0.015≤πtan(α/2)tan(β/2)≤35 (in the case where a converged light image is a circle or an ellipse).
