PROBLEM TO BE SOLVED: To provide an organic EL element capable of securing suitable visibility even at a location where the surroundings are bright. SOLUTION: A transparent substrate has a light-diffusing and light-converging mechanism in the organic EL element, and its light-diffusing angle satisfies the following expression 1 (here,α: minimum diffusion angle of the substrate,β: a diffusion angle in a measuring direction approximately crossing at right angles in the measuring direction giving the minimum diffusion angleα, 0°<α≤β<180°). The expression 1: 0<πtan(α/2)tan(β/2)<0.015 (in the case that a converged light image is circular or elliptic), 0<4tan(α/2)tan(β/2)<0.015 (in the case that a converged light image is almost rectangular).
