PROBLEM TO BE SOLVED: To convert gradation without using line memories, to obtain a high-quality image. SOLUTION: In a gradation conversion unit 45, a dithering unit 51 dithers an image by adding random noise to a pixel value forming the image and supplies the dithered image to a one-dimensionalΔΣmodulation unit 52. The one-dimensionalΔΣmodulation unit 52 applies one-dimensionalΔΣmodulation to the dithered image from the dithering unit 51.
