PROBLEM TO BE SOLVED: To provide a package for storing a semiconductor element which reduces a use quantity of Kovar, while having a relaxation effect of the residual stress of the same degree as the package for storing the semiconductor element using the Kovar and a light modulator using the package for storing the semiconductor element. SOLUTION: The package for storing the semiconductor element comprises: a frame 2 with a bottom formed of stainless steel; a metal block 3 which is joined to a side surface 2a of the frame 2 with a bottom; a ceramic board 4 joined to a rear face 3a of a face 3b on which the metal block 3 and the frame 2 with the bottom are joined; at least one puncturing hole 5 formed by penetrating laminated parts of the side surface 2a of the frame 2 with the bottom, the metal block 3 and the ceramic board 4; and a lead pin 8a which is inserted and provided on almost the same line as a center line 6 in the penetration direction of the puncturing hole 5, characterized in that the metal block 3 is formed of Kovar and a junction surface 3b of the side surface 2a of the frame 2 with the bottom and the metal block 3 is smaller than a junction surface 3a of the metal block and the ceramic board.
