PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus, eliminating charging failure due to uneven filling of bristles in a charging brush. SOLUTION: In an intermediate transfer system image forming apparatus, toner remaining on the outer peripheral surface of an intermediate transfer body supporting toner on the outer peripheral surface and carrying the same is cleared away by a cleaning device. The cleaning device includes the charging brush for contact charging the residual toner, and a cleaning means disposed on the downstream from the charging brush in the toner carrying direction of the intermediate transfer body to electrostatically attract the charged residual toner. In the charging brush, conductive brush bristles are implanted at random, and the distribution of implanting density of the brush bristles is uniform. COPYRIGHT: (C)2009,JPO&INPIT
